Head of the Public Relations Division of the National Police, Inspector General Sandi Nugroho, said that hundreds of members were spread across various ministries and related institutions who had asked for personnel assistance.

“There are around 300 people [members holding civil positions],” Sandi told reporters at Police Headquarters, Monday (17/11).
Apart from managerial positions, said Sandi, there are 3,800 members who are also assigned as staff, aides or bodyguards according to requests from the relevant ministries or institutions.
“The rest are non-managerial support positions. As I said,” he said.
Furthermore, Sandi emphasized that all this time the assignment of Polri members outside the structure was a request from the relevant ministries and institutions.
After that, National Police Chief General Listyo Sigit Prabowo will order AS SDM to carry out assessments of relevant officials according to requests from ministries/agencies.
Next, the National Police Chief will issue an order regarding the assignment.He added that specifically for Polri members with the rank of two stars and above, they must first be proposed to the President.
Meanwhile, National Police members below the rank of two stars will be proposed to ministerial level officials.He claimed that all procedures were carried out based on the provisions regulated in the law.
“So, the determination for assignments outside the structure was due to a request from the relevant ministries and institutions,” he said.
Previously, the Constitutional Court stated that if a police officer wants to hold a civil position, he or she must resign or retire from their position.
In this case, the Constitutional Court granted the entire petition in case number: 114/PUU-XXIII/2025 which was petitioned by Syamsul Jahidin (student/advocate) and Christian Adrianus Sihite (student) who tested the constitutionality of the norms of Article 28 paragraph (3) and the Explanation of Article 28 paragraph (3) of Law 2/2002 concerning the Police (UU Polri).
“Granting the Petitioners’ petition in its entirety,” said Chief Justice of the Constitutional Court Suhartoyo when reading out the verdict in the MK courtroom, Thursday (13/11).
Meanwhile, the Elucidation to Article 28 paragraph (3) states “What is meant by ‘positions outside the police’ are positions that are not related to the police or are not based on an assignment from the National Police Chief.”
“Substantially, these two provisions emphasize one important thing, namely that members of the National Police can only hold positions outside the police after resigning or retiring from the police service,” said Constitutional Justice Ridwan Mansyur.
“This means that, if understood and interpreted appropriately and correctly, ‘resigning or retiring from the police service’ is a requirement that must be fulfilled by members of the National Police to hold positions outside the police,” he continued.
