Ministry of Transportation Implements Full Restrictions on Goods Transport on Toll Roads during Christmas

) will impose restrictions on freight transport operations during the Christmas 2025 and New Year 2026 holiday periods (

) on toll roads, fully effective from 19 December 2025 to 4 January 2026.
The Director General of Land Transportation at the Ministry of Transportation, Aan Suhanan, said this change was made following the work from anywhere (WFA) policy on 29-31 December.
“With the circular letter from MenPAN RB regarding work from anywhere, it will be implemented on 29, 30 and 31, this is our prediction that there will likely be an increase and change in the movement of people who will take part in this Christmas holiday,” said Aan at Korlantas Polri, Saturday (20/12).

“So we tried at the meeting so that it was decided that there would be additional traffic arrangements during the Christmas holiday, especially regarding restrictions on goods transport,” he continued.
It is known that in the previous policy there was a ‘window time’ scheme or operational time for goods transport to pass through toll roads, namely December 21-22 and December 29-31.However, from the evaluation results, the ‘window time’ rule on toll roads was abolished.
“So previously there was a window time on 21-22 (December), then 29-31 (December), so we don’t have a window time, so it continues to apply,” said Aan.
Meanwhile, on arterial roads, said Aan, the ‘window time’ scheme is still in effect.Thus, goods transport is allowed to pass at the specified operational times.
“For this artery, we still apply window time, it is allowed from 22.00 to 05.00. Then, there are no changes to other arrangements and everything is handed over to the police for decisions in the field, meaning the police can assess whether they can, exercise police discretion according to the existing situation,” he said.
Previously, goods transportation operations would be restricted again during the Christmas 2025 and New Year 2026 (Nataru) holiday periods to reduce congestion.
This policy is regulated by the Ministry of Transportation, the Police Traffic Corps (Korlantas) and the Ministry of Public Works (PU) by issuing a Joint Decree (SKB) concerning Road and Crossing Traffic Regulations during Christmas.
The regulation is SKB Number: KP – DRJD 6064 of 2025, HK.201/11/19/DJPL/2025, 104/KPTS/Db/2025, Kep/230/XI/2025 signed by the Director General of Land Transportation Aan Suhanan, Director General of Sea Transportation Muhammad Mashhud, Director General of Highways Roy Rizali Anwar, and Head of CorpsPolice Traffic Inspector General Pol Agus Suryonugroho.
The regulation explains that restrictions on goods transportation apply to goods cars with 3 or more axles, goods cars with attached carriages, trailers, as well as goods cars transporting excavation products, mining products and building materials.
Meanwhile, goods transportation that gets exemptions are vehicles carrying fuel oil (BBM) or gas fuel (BBG), money transfers, animals and animal feed, fertilizer, handling natural disasters, free motorbikes and basic goods.
However, the vehicle must be equipped with a bill of lading with several provisions, namely issued by the owner of the goods being transported, a bill of lading containing information on the type of goods, destination, and the name and address of the owner of the goods, and affixed to the windshield on the left side of the goods carrier.
