in Ministries/Institutions and Regional Governments (Pemda) in 2025 released by the Ministry of Law.
Head of the Legal Bureau of the Secretariat General (Setjen) of the Ministry of Home Affairs, R Gani Muhamad, explained that this achievement has placed the Ministry of Home Affairs as one of the ministries with the best legal reform performance nationally.
This acquisition also shows the Ministry of Home Affairs’ commitment and consistency in encouraging the implementation of legal reform, from regulatory planning to the implementation stage.

“This achievement is our enthusiasm to continue to provide adaptive quality regulations to support public services. We are trying to strengthen the quality of legal products so that they are more appropriate and can provide legal certainty for the regions,” said Gani in a press statement in Jakarta, Saturday (29/11).
He added, the Legal Reform Index is an instrument to measure the success of legal reform in Indonesia through mapping regulations, deregulation, and strengthening the national regulatory system.
With these achievements, explained Gani, the Legal Bureau of the Secretariat General of the Ministry of Home Affairs will continue to play an active role in strengthening bureaucratic reform through the preparation of regulations that are adaptive, simple and easy to implement.His party also ensures that clean and effective governance will continue to be optimized.
Gani hopes that this achievement can be a motivation for all work units in the Ministry of Home Affairs to strengthen sustainable legal reform.He also hopes that the various efforts that have been made will be able to encourage improvements in the quality of public services and national development.
“This achievement has become a spirit for us at the Ministry of Home Affairs to provide excellent service in the legal sector. Hopefully this effort can strengthen government governance in line with the President’s Asta Cita program,” he added.
Gani emphasized that the Ministry of Home Affairs will continue to encourage regional governments to improve the quality of regulations, improve governance and provide better public services.
He also invited all parties to strengthen supervision of regional legal products so that they are in line with national policies and community needs.
