) said that the revision of the Regional Government (Pemda) Law could encourage strengthening regional government governance.
Director of Institutional Facilities and Regional Staffing, Cheka Virgowansyah, explained that the revision of the Regional Government Law was an initiative proposal from the DPR so that it could be synchronized with other laws such as the Mineral and Coal Mining (Minerba) Law and the Job Creation Law.
“The urgency is because regional autonomy has been running for 25 years, regional prosperity, economic growth, the number of poor people is decreasing, regional competitiveness is overall improving,” he said in his statement, Wednesday (26/11).

Cheka explained that the regional government is facing an excessive organizational structure, overlapping authority and a mismatch between service needs and the organizational structure.
Therefore, he said, the main focus in the revision of the Regional Government Law is the institutional arrangement of regional apparatus to make it more efficient, effective and adaptive to development dynamics.
“The revision of the Regional Government Law is expected to be a solution to strengthening regional government governance, simplifying institutions, improving the quality of public services and optimizing ASN human resources in the regions,” he explained.
Cheka said that so far the budget allocated to a regional apparatus institution has been based on classification, for example class A or B.
So if a type A institution is determined, the regional government must finance it according to type A, without being able to adjust the financing based on whether there are activities or not.
“In future changes, institutional financing will be adjusted to its needs, so it can be arranged more flexibly. So that the value for money from existing institutions. The main focus is

Based on the findings of the Ministry of Home Affairs, said Cheka, the comparison between the number of regional apparatus organizations (OPD) and regional gross domestic product (GDP) and economic growth in each region was not positively correlated.
“For example, the Manpower Department, its main task is to get unemployed people into work. It doesn’t even hold meetings or job fairs. This institution can carry out activities such as holding job fairs or activities that can create jobs, but it really has results, namely being able to absorb workers,” said Cheka.
On the other hand, Cheka revealed that regional autonomy has provided many benefits and improvements for the region.He claims that the level of social welfare, economic growth and life expectancy continues to increase
Furthermore, he said that one of the main goals of regional autonomy is to facilitate public services, starting from accelerating services to facilitating permits.
“The most important thing is that our people can be prosperous, can have competitiveness, can get better public services. So people can have smart heads, have full stomachs and full wallets. That’s the kind of Human Development Index that the revision of the Regional Government Law wants to achieve,” he said.
