Minister of Trade (Mendag)
Budi Santoso
explained the cause of the increase
chili price
and red onions in a number of areas to exceed the Reference Sales Price (HAP) by Christmas 2025 and New Year 2026 (Nataru).
According to Budi, the main trigger for price increases did not come from the production side, but distribution obstacles due to weather factors.
“The national average price for shallots is IDR 47,600 (per kilogram/kg), while the reference price is IDR 41,600 (per kg). Actually, shallots are in surplus because December production will increase. What needs to be anticipated is the distribution due to weather factors,” said Budi at the Ministry of Trade, Central Jakarta, Monday (8/12).

Based on the presentation of the development of the Price Development Index (IPH) of the Central Statistics Agency (BPS) until the first week of December 2025, nationally the IPH for shallots was recorded to have increased by 11.12 percent compared to November 2025. As many as 76.67 percent of regions in Indonesia experienced an increase in the price of shallots.
In a number of areas, the price of shallots has even reached IDR 100 thousand per kg, while the lowest price is around IDR 25 thousand per kg.
A similar condition occurs in chili commodities. The national average price for red chilies is recorded at around IDR 59,898 per kg, exceeding the upper HAP limit of IDR 55 thousand per kg.IPH for red chilies rose 11.17 percent monthly, with 71.39 percent of regions experiencing an increase.
The highest price for red chilies was reported to be IDR 200 thousand per kg, while the lowest price was around IDR 20 thousand per kg.
For cayenne pepper, the price spike was sharper. The national average price for cayenne pepper was recorded at IDR 60,861 per kg, exceeding the HAP above IDR 57 thousand and the HAP below IDR 40 thousand per kg.
IPH for cayenne pepper jumped 39.18 percent, with 72.50 percent of regions experiencing an increase. The highest price for cayenne pepper also reached IDR 200 thousand per kg, while the lowest price was recorded at around IDR 23,750 per kg.
Budi explained that in terms of production there was no shortage of supply of chili commodities. However, the harvest process was disrupted due to continuous rain in a number of production centers.
“There’s also no shortage of production for chilies. It’s just that yesterday because the weather wasn’t good, it wasn’t possible to harvest them all the time because of the rain. So we are looking for a solution so that the harvest can be more efficient, but production doesn’t go down,” he said.
Regarding the availability of supplies ahead of Christmas, the government ensures that conditions are generally still under control. The food supply is considered sufficient, while distribution continues to be ensured so that it is not delayed, especially in the face of extreme weather conditions at the end of the year.
“Earlier we were told that the supply is sufficient for Nataru. What we are taking care of is not to let the distribution be late, and so far the distribution is under control,” said Budi.
Apart from chilies and onions, a number of other food commodities were also reported to be in safe condition.Meat, eggs and chicken are said to be in a surplus position.
Central and regional governments are now being asked to strengthen coordination with suppliers and distributors to anticipate potential distribution disruptions due to weather.
In a meeting to prepare for the 2025 National Religious Holidays (HBKN), the government assessed that in general food supply and distribution was relatively safe.Even so, extreme weather remains the factor of greatest concern because it has the potential to hamper harvests and deliveries from production areas to consumption areas.
