This was expressed by Budi when he touched on the discourse on whitening or eliminating BPJS Health arrears.
Budi further pushed for the removal of the names of rich people from the list of recipients of contribution assistance (PBI).

“Eliminating arrears (BPJS Health) is not my field. I am here to be asked to convey that it turns out that 51 percent of the population (Indonesia) has had its contributions paid by the government,” he said at a Working Meeting (Raker) with Commission IX of the DPR RI in Central Jakarta, Thursday (13/11).
Budi then highlighted the proportion of PBI BPJS Health participants.He quoted the National Socioeconomic Single Data (DTSEN) which revealed that there were still rich people on the list of recipients of contribution assistance.
According to Budi, these rich people are in the decile 10 group. The number reaches 0.54 million people, aka 0.56 percent of the total PBI BPJS Health.
“With the existence of DTSEN, this is also interesting. As we see, decile 10 is the 10 percent of the richest people in Indonesia, there are also those who are paid PBI 0.54 (million people),” said BGS.
“This data is good for tidying up if there are write-offs, there are also things that need to be deleted, decile 10, decile 9. That’s definitely an income of IDR 100 million a month and above, why are you paying PBI too?”he continued.
Based on the Ministry of Health’s presentation material, the number of PBI or BPJS Health participants whose contributions are paid by the state reaches 96.8 million people or 34 percent of the total population.This data was captured as of July 2025.
In total, there are 10.84 million aid recipients who are not on target, namely decile 6 to decile 10.
The Ministry of Health then encouraged updating PBI membership data by referring to DTSEN, so that those who received assistance were only from decile 1-decile 5.
