stated that the Ministry of Forestry (Kemenhut) found indications of legal violations by 12 companies in North Sumatra and were suspected of contributing to the disaster that occurred recently.
“Gakkum Forestry is currently carrying out an inventory of legal subjects that are indicated to have contributed to the landslides in Aceh, North Sumatra and West Sumatra. Gakkum Forestry has temporarily found indications of violations in 12 legal subject locations, 12 companies in North Sumatra,” said Forestry Minister Raja Juli in a working meeting with Commission IV DPR, Thursday (4/12).
He said that law enforcement against the 12 legal subjects would be carried out immediately.

“Our Gakkum is currently in the field and God willing, we will soon report to Commission IV and also to the public the results from more or less these 12 locations or legal subjects,” he said.
Apart from that, he also explained that in February 2025, his party had revoked 18 forest utilization business permits (PBPH) with a total area of 526,144 hectares.
In the near future, the Ministry of Forestry will revoke 20 PBPH permits after receiving approval from President Prabowo.
He explained that his party was also carrying out PBPH rationalization and a moratorium on new permits for the use of plantation forests and natural forests.
“I will again revoke the permits of around 20 PBPHs that are performing poorly, covering approximately 750,000 hectares throughout Indonesia, including in the three affected provinces. The name of the company, the exact area, I cannot report at this time because I have to get approval from President Prabowo Subianto first,” he said.
3 factors causing the Sumatra disaster
Raja Juli revealed three interrelated factors as causes of flood and landslide disasters in Aceh, North Sumatra and West Sumatra.
“Flash flood and landslide disasters, especially in 3 provinces, namely Aceh, North Sumatra and West Sumatra occurred due to a combination of several factors that are interrelated and linked,” said Raja Juli.
First, he said, because of the strong tropical cycle which creates extreme weather and high rainfall.
“However, it is also due to the geomorphological shape of the watershed, and the third is of course because there is damage to the water catchment area or DTA,” he said.
On that occasion, he also presented data on deforestation in Indonesia in 2025.
He claimed that Indonesia’s deforestation as of September had decreased by 49,700 hectares compared to 2024.
According to him, a decrease in deforestation also occurred in three disaster-affected areas.
“As of September, it had decreased by 49,700 hectares compared to 2024. Or a decrease of 23.01 percent. The decrease in deforestation was also identified in 3 provinces affected by flooding. In Aceh it decreased by 10.04 percent. In North Sumatra it decreased by 13.98 percent, and in West Sumatra it decreased by 14 percent compared to 2024,” he said.
