outspoken about the fate of prospective civil servants (
CPNS
) 2026 and single salary scheme (
single salary
) state civil service (
ASN
).
Rini asked a number of parties to wait for confirmation of CPNS 2026. However, she emphasized that she had asked all ministries/institutions (K/L) to submit the formations that were needed for next year.
“Of course I do

regarding how to regenerate for ASN and of course para
fresh graduate
,” said Rini after the Press Conference on the Development of the OECD Accession Process at the Coordinating Ministry for the Economy, Central Jakarta, Thursday (11/12).

“Yesterday we really focused a lot on completing honorary staff (appointed to state civil servants/ASN). In the future I hope I can focus on the
fresh graduate
to be able to participate and be part of the bureaucracy,” he continued.
Rini explained that she is currently focused on completing the issuance of a decree (SK) for the appointment of ASN in 2025. She revealed that there are still many regional governments (Pemda) who have not yet completed the target which should have been completed in October 2025.
However, the Ministry of Administrative and Bureaucratic Reform did not state that there would be no recruitment of new state civil servants next year.
Rini only explained that currently there are 48 ministries in President Prabowo Subianto’s government, all of which are asked to submit an analysis of ASN needs.
“Well, I have asked them to carry out a needs analysis, according to the strategy for the next 5 years. So, we can see whether there will be
positive growth
for certain positions, whether there is a need

, or it should stay like that,” he said.
According to Rini, ASN’s needs are also adjusted to the needs of the Prabowo government’s Asta Cita program.
Single Salary Progress
On the same occasion, Rini also spoke about the progress of the scheme review

Civil servants.
Rini explained that the focus of Law Number 20 of 2023 concerning State Civil Apparatus was not a problem
single salary.
However, the salary concept currently being discussed for ASN is:
total reward.
“So, it’s not just that we combine salaries, that’s not the concept. In fact, we give appreciation to ASN not only from material things, but from the work system. Then, from appreciation of performance, office atmosphere, career system, that is. So, we actually use it as a total reward for ASN,” he explained.
