Interestingly, most of the provinces with the lowest UMP are actually on the island of Java, which has long been known as the center of national economic and industrial activity.
The government, through its latest wage policy, has set a wage increase formula based on inflation and economic growth.However, differences in economic structure, business capabilities and regional employment conditions mean that the UMP size in each province remains unequal.

In some regions, the 2026 UMP is still in the range of IDR 2.3 million to IDR 2.4 million per month.
Minister of Manpower Yassierli said President Prabowo Subianto had signed the Government Regulation (PP) on Wages 2026 which is the basis for determining the UMP in all regions.
“After paying attention to input and aspirations from various parties, especially from Workers’ Unions, the President finally decided on a wage increase formula equal to inflation + (economic growth x alpha) with an alpha range of 0.5-0.9,” said Yassierli.
So, which provinces will have the lowest UMP in 2026?
1. West Java
The West Java Provincial Government has set the 2026 UMP at IDR 2,317,601 per month, making it the lowest nationally.This figure is an increase of Rp. 126,363 or around 5.77 percent from the 2025 UMP which is Rp. 2,191,238.
2. Central Java
The 2026 Central Java UMP is set at IDR 2,327,386.07 per month, an increase of IDR 158,037.07 or 7.28 percent compared to the previous year.Despite experiencing a relatively high increase, the UMP for this province is still in the lowest group nationally.
3. Yogyakarta Special Region (DIY)
DIY sets the 2026 UMP at IDR 2,417,495 per month.This figure increased by IDR 153,414.05 or 6.78 percent from the previous year.The determination is made based on the recommendations of the DIY Provincial Wage Council.
4. East Java
The East Java Provincial Government has set the 2026 UMP at IDR 2,446,880.68 per month, an increase of IDR 140,895 from the 2025 UMP which was IDR 2,305,985.Despite the increase, East Java’s UMP is still in the lowest ranking nationally.
5. East Nusa Tenggara (NTT)
The 2026 NTT UMP is set at IDR 2,455,898, an increase of around IDR 126 thousand or 5.45 percent compared to the previous year.This determination is stated in the governor’s decree which will take effect from January 1 2026.
