which hit Aceh, North Sumatra (North Sumatra) and West Sumatra (Sumbar).
“Determining a national disaster emergency status is important so that the focus on disaster management is also the obligation of the central government,” said LBH’s official statement in a written statement, Monday (1/12).
Apart from that, national disaster emergency status can provide access to authority to BNPB and BPBD through the Government to be able to mobilize human resources, equipment, logistics to manage and account for money and goods to command to order and coordinate related agencies.

This is to ensure quick and accurate disaster management in order to rescue, evacuate, fulfill basic needs and restore the function of vital infrastructure and facilities damaged by the disaster.
LBH noted that the flood disaster in the three provinces had a major impact, such as the high number of fatalities and missing people, many districts/cities that were isolated, thousands of people having to flee and lose their homes, logistics that were running low, and the availability of basic materials was scarce.
Apart from that, LBH also noted reports of humanitarian aid not being distributed effectively, looting in several basic needs shops and high fuel prices.
“This increasingly serious disaster situation is being responded to by the lack of ability of Regional Governments to deal with disasters quickly and appropriately. Several of these situations are sufficient reasons for the Central Government to immediately declare National Disaster Emergency status,” wrote LBH.
According to LBH, there is no reason for the central government not to declare a National Disaster Emergency status under the pretext of potential disruption to the posture of the state budget, bureaucratic administration and also politics.The reason is that people’s safety is the highest law.
“Don’t let the slow response to the disaster that occurred in three provinces in Sumatra actually increase the number of victims,” stressed LBH.
Moratorium on all concession permits in forest areas
Landslide and flood disasters, according to LBH, cannot be separated from the impact of the climate crisis which is related to deforestation activities and the massive granting of concession permits to mining and plantation companies operating in the Sumatra region.
“This shows the Government’s failure in managing chaotic forest areas by granting or at least facilitating permits for plantation and mining businesses and also the widespread conversion of land for hydropower projects spread across various points in the Sumatra region,” said LBH.
In the West Sumatra region, for example, in the 2020-2024 period hundreds of thousands of hectares of forest were destroyed.This is systemic and sustainable, as can be seen from satellite imagery which shows damage in conservation areas and protected forests such as in the hilly areas of Kerinci Seblat National Park.
Illegal mining and illegal logging are increasingly making this situation worse, this is happening in the Dharmasraya, Agam, Tanah Datar and Pesisir Selatan areas.
This deforestation means that there are no longer any trees that function to absorb water, so large amounts of water runoff lead to floods and puddles like in the city of Padang.
“The government through the Ministry of Forestry, Ministry of ATR BPN, Ministry of Energy and Mineral Resources and Ministry of the Environment must also be responsible for ensuring that this incident does not happen again by immediately carrying out a total evaluation and moratorium or suspension of new permits for extractive industries,” wrote LBH.
Arrest perpetrators of forest logging-mining
LBH also asked for law enforcement against illegal logging activities and illegal mining which have been causing deforestation and environmental destruction.
“Law Enforcement Officials and the Director General of Gakkum Environment must also act quickly to immediately carry out investigative and law enforcement efforts against environmentally destructive corporations and parties or groups that have been carrying out illegal logging and illegal mining activities which have been rampant and exist in the Sumatra region,” wrote LBH.
This is urgently needed to be done immediately considering that the root of the flood problem is not only the high rainfall but also due to the conversion of forest areas and the loss of water catchment functions due to poor governance as well as the red carpet and impunity for entrepreneurs who are reckless in carrying out their business activities.
