Director General of Forestry Law Enforcement Dwi Januanto Nugroho said that from the results of the initial analysis, apart from extreme rainfall, there were indications of environmental damage in the upper reaches of the Batang Toru and Sibuluan river basins (DAS).
He said that the loss of forest cover on the slopes and upstream of the watershed is thought to reduce the soil’s ability to absorb water, so that extreme rain turns into surface runoff more quickly (
run-off
) which is strong and triggers floods and landslides.
Dwi explained that the logs carried by the current also indicated suspicions of land clearing and logging activities that did not comply with regulations.
“We see a clear pattern: where there is forest damage upstream due to illegal activities. There the potential for downstream disasters increases drastically,” he said in a written statement, Saturday (6/12).
Dwi also said that he had found 12 legal subjects ranging from corporations and individuals who were suspected of having links to forest cover disturbances in upstream areas.
He explained that since December 4 2025, he had installed prohibition boards at five indicated locations, namely 2 points in the PT TPL concession area and 3 points in the PHAT location in the name of JAM, AR and DP.Dwi said that in line with action in the field, the Ministry of Environment would also examine the 12 legal subjects on Tuesday (9/12).
Meanwhile, National Police Chief General Listyo Sigit Prabowo said there were a number of saw marks on the logs.He said the discovery of saw marks would later become the focus of the investigation.
Listyo said that currently officers had been deployed to follow the river flow from upstream to downstream to see the location where the wood came from.
“From the team’s findings in the field, there were various types of wood, but we found that some had traces of chainsaw cuts. That’s what we will investigate,” he said at a press conference, Thursday (4/12).
“The team is going down together with a team from forestry to follow the affected river basin until we pull it upstream and downstream,” he added.
Separately, the North Sumatra Regional Police will form a joint team to trace the origin of the logs that were carried away by the flood currents in a number of affected areas.North Sumatra Regional Police Chief Inspector General Whisnu Hermawan said this team would involve elements of the police, the Ministry of the Environment and the regional government.
“Because a team will be formed from the Police, the Ministry of Environment and from the Regional Government. Because the team will continue to work day and night to ensure it is related to this natural disaster,” said Whisnu, Saturday (6/12).
Whisnu said that the joint team would also carry out a thorough investigation to find out the cause of the logs appearing, including suspected illegal logging activities.
“Regarding the investigation, we still need time to carry out the investigation. So this is the team that will carry out an investigation regarding the causes of this natural disaster. So wait for the time,” he said.
