Kusnadi had been suffering from illness so he had not been detained by the Corruption Eradication Commission (KPK).

“As regulated in Article 40 of Law Number 19 of 2019, the Corruption Eradication Commission can stop its investigation, including for suspects who have died,” said Corruption Eradication Commission spokesperson Budi Prasetyo when confirmed via written message, Tuesday (16/12).
Meanwhile, Acting Deputy for Enforcement and Execution of the Corruption Eradication Committee, Asep Guntur Rahayu, added that the same case for other suspects is still ongoing.
“Specifically, the case with the suspect Kusnadi was stopped by law because the suspect died. The case with the other suspects continues,” said Asep in a written message.
The Corruption Eradication Committee (KPK) has named 21 suspects in the alleged corruption case in managing grant funds for Pokmas from the East Java Province APBD for the 2021-2022 Fiscal Year.
Four suspects were detained on October 2 2025 after undergoing examination.
They are members of the East Java DPRD for the 2024-2029 period or private parties from Gresik Regency, Hasanuddin;private sector from Blitar Regency, Jodi Pradana Putra;former Village Head from Tulungagung Regency, Sukar;and a private party from Tulungagung, Wawan Kristiawan.
Another suspect named A Royan should also have been summoned for questioning and detained that day, but the person concerned sent a letter regarding rescheduling because his health condition was deteriorating.There is no current information regarding A. Royan.
Asep detailed that the four suspects suspected of receiving bribes were former East Java DPRD Chairman Kusnadi;Deputy Chairmen of the East Java DPRD Anwar Sadad and Achmad Iskandar;as well as Anwar Sadad’s staff named Bagus Wahyudiono.
They are suspected of violating Article 5 paragraph (1) letter a or letter b or Article 13 of the Corruption Eradication Law (UU Tipikor)

Article 55 paragraph (1) 1st of the Criminal Code.
Meanwhile, the 17 suspects suspected of giving bribes are Member of the East Java DPRD 2019-2024 Mahud;Deputy Chair and Member of the Sampang Regency DPRD 2019-2024 Fauzan Adima;Deputy Chairman and Member of Probolinggo Regency DPRD 2019-2024 Jon Junaidi;private sector from Sampang Regency on behalf of Ahmad Heriyadi, Ahmad Affandy, and Abdul Motollib.
Then the private sector in Probolinggo Regency, who is currently a member of the East Java DPRD 2024-2029, Moch Mahrus;private party from Tulungagung in the names of A. Royan and Wawan Kristiawan;former Village Head from Tulungagung Regency Sukar;private party from Bangkalan Regency on behalf of Ra Wahid Ruslan and Mashudi.
Then the private sector from Pasuruan Regency in the names of M Fathullah and Achmad Yahya;private sector from Sumenep Regency in the name of Ahmad Jailani;private sector from Gresik Regency who is now Member of the East Java DPRD 2024-2029, Hasanuddin;private party from Blitar Regency in the name of Jodi Pradana Putra.
“In this case, it was revealed that apart from the formulation of aspirations not being based on the real needs of the community, the budget prepared for the Pokir program was also ‘quoted’ by certain individuals,” said Asep last Thursday (2/10).
