Corruption Eradication Commission
(KPK) suspects the issue of rotation of positions in
Ponorogo Regency Government
, East Java, was deliberately created to make local officials nervous and lobby for him not to be replaced or to move to the position he was targeting.
Acting Deputy for Enforcement and Execution of the Corruption Eradication Committee, Asep Guntur Rahayu, said that the issue of rotation and transfer was allegedly the main trigger for the alleged bribery and gratification of the Regent of Ponorogo Sugiri Sancoko.
“So every official in Ponorogo then becomes anxious. They are afraid of being replaced. Those whose positions are good,” said Asep in his office, Jakarta, Monday (10/11).

“For example, for those whose positions are not suitable there, they feel they are not suitable, they want to move to a better position. Well, they also think this is an opportunity for them to move to the position they want. From the position they currently occupy,” he added.
Asep said that because of this unrest, several officials began to contact Ponorogo Regional Secretary Agus Pramono, including the Main Director of Harjono Ponorogo Hospital, Yunus Mahatma.
“He contacted the Regional Secretary in Ponorogo. Negotiated, because if he’s not mistaken, the completion will be in 2027. But he could, at any time, be moved. He could be moved to be the head of another service,” he said.
Asep said Yunus was lobbying to remain as Main Director of Harjono RSUD.According to him, Yunus allegedly agreed to hand over a sum of money to the Regent and Regional Secretary of Ponorogo.
“Well, from the information we received, we then investigated it. Well, it’s been there for days, like that,” he said.
Furthermore, Asep said that the plan to hand over the money was initially carried out on 3 or 4 October, but was postponed because there was an Arrest Operation (OTT) against Riau Governor Abdul Wahid.
“Then there was more information. On the 5th, 6th the information started to become more and more clear that there would be a handover,” he said.
Previously, Ponorogo Regent Sugiri Sukoco was charged in a sting operation (OTT) on Friday (7/11).The Corruption Eradication Commission (KPK) then appointed Sugiri and three other people on Sunday (9/11).
The three other suspects are Ponorogo Regional Secretary Agus Pramono, Main Director of Harjono Ponorogo Regional Hospital Yunus Mahatma, and Sucipto as a private party and partner of Ponorogo Regional Hospital.
Sugiri is suspected of receiving a sum of money in the bribery case for the position of Main Director of Harjono Ponorogo Hospital.
Apart from the bribery for managing the position of Director of the Ponorogo Regional Hospital, the Corruption Eradication Committee (KPK) is also investigating two other cases of alleged corruption.
The first is related to alleged bribery for a work project at Harjono Ponorogo Regional Hospital in 2024 worth IDR 14 billion.Sucipto, as the private sector partner of RSUD, provided Yunus with a project fee of 10 percent of the project value, or IDR 1.4 billion.
Yunus then handed over the money to Sugiri through Singgih as the Regent’s ADC and Ely Widodo as the Ponorogo Regent’s younger brother.
Second, the Corruption Eradication Commission also charged Sugiri on suspicion of receiving gratuities.He is suspected of receiving a total of IDR 300 million in gratuities during the period 2023 to 2025
