) officially determines the Regency/City Minimum Wage
(UMK) 2026
for 38 districts/cities in the region.
This determination is contained in the Decree of the Governor of East Java Number 100.3.3.1/937/013/2025 concerning Regency/City Minimum Wages in East Java for 2026 which was signed on December 24 2025.
In this decision, the 2026 UMK was prepared taking into account the provisions of laws and regulations in the field of employment, regional economic conditions, as well as recommendations from regents and mayors throughout East Java.

East Java Governor Khofifah Indar Parawansa emphasized that this wage policy was established to maintain a balance between worker welfare and business sustainability.
“That in order to implement the provisions of Article 35 paragraph (2) of Government Regulation Number 36 of 2021 concerning Wages as has been amended several times, most recently with Government Regulation Number 49 of 2025, and to realize more realistic wages according to regional conditions and company capabilities, a minimum wage policy is needed,” said Khofifah as stated in the decision.
The decision dictum emphasized that the 2026 UMK only applies to workers with less than one year of service.Meanwhile, companies that provide wages above the minimum wage are prohibited from reducing wages or paying wages lower than the applicable regulations.
“The Regency/City Minimum Wage as referred to in the first dictum, only applies to workers who have worked for less than one year,” he said.
“Employers who have paid wages higher than the Regency/City Minimum Wage provisions are prohibited from reducing or reducing wages and are prohibited from paying wages lower than the Regency/City Minimum Wage provisions,” he continued.
The East Java Provincial Government also emphasized that it will impose sanctions on entrepreneurs who do not comply with the 2026 UMK provisions in accordance with applicable laws and regulations.
“In the event that entrepreneurs do not comply with the provisions as intended, they will be subject to sanctions in accordance with statutory regulations,” said Khofifah.
Based on this decision, the highest UMK in East Java in 2026 is set for Surabaya City at IDR 5,288,796, followed by Gresik Regency IDR 5,195,401 and Sidoarjo Regency IDR 5,191,541.Meanwhile, the lowest UMK was set in Situbondo Regency at IDR 2,483,962.
The 2026 UMK Decree for 38 districts/cities will come into effect on January 1 2026 and will become an official reference for the business world and workers in all regions in East Java.
“This Governor’s Decree will come into effect on January 1, 2026,” said Khofifah.
