responding to the discourse from Commission II DPR RI which encourages opportunities for government employees with work agreements (
PPPK
) transferred to become a civil servant (
Civil servants
).
He said the differences between PPPK and PNS were inherent from the recruitment process to career path, even though both were part of the ASN tasked with serving the public.
Rini said that the change in status could not be decided just like that because it had a direct impact on the state’s fiscal situation.

“Because to become a civil servant, he will work for almost more than 30 years, so that has to be taken into account,” he said when met at the KemenPAN RB Office, Central Jakarta, Tuesday (18/11).
He added that ministries/agencies also need to re-prepare civil servant formations after the previous CPNS formations had not been opened due to the unstable government organizational structure.
The increase in the number of ministries from 34 to 48 during the era of President Prabowo Subianto required a reorganization of the placement of ASN.
Rini emphasized that every policy, including the possibility of adjusting PPPK status to become a civil servant, must be in line with statutory regulations and still go through a selection mechanism.
He also reminded that the government’s main focus at the moment is to equalize the ASN welfare system, not just their employment status.
So, is it true that PPPK can become civil servants?
To answer this question, it is important to understand the basic differences between PPPK and PNS.
PPPK works on a contract basis with a certain agreement period, while civil servants are permanent employees until retirement age with a more stable career guarantee.
Not a few PPPK hope to switch to becoming civil servants for career certainty and retirement benefits.
Legally, the transition from PPPK status to PNS is possible, but not automatic.Article 99 paragraphs (1) and (2) of Law Number 5 of 2014 states that PPPK cannot be appointed directly as civil servant candidates and must follow all stages of CPNS selection like general applicants.
This provision is also confirmed in PermenPAN-RB Number 27 of 2021 concerning Procurement of Civil Servants.
This means that PPPK has the opportunity to become a civil servant, but must compete through open selection.There are no special routes or direct appointments without selection.
If PPPK meets the requirements and passes the CPNS selection, then he can be officially appointed as a civil servant.
PPPK conditions can be appointed as civil servants
The requirements for taking part in the CPNS selection refer to PP Number 11 of 2017 concerning Management of Civil Servants, including:
– Age 18-35 years when applying
– Never been sentenced to 2 years or more
– Never been dishonorably discharged
– Not currently an active civil servant or PPPK
– Not involved in practical politics
– Have educational qualifications according to position
– Physically and spiritually healthy
– Willing to be placed throughout Indonesia
– Fulfill additional requirements from the agency
