Mutual claims about PBNU’s management surfaced after a circular circulated stating that Yahya Cholil Staquf no longer led the organization.
In the latest circular, it is stated that Rais Aam will assume full control of PBNU in the midst of the vacancy of the general chairman.
The latest PBNU circular is stamped with the electronic signatures of Deputy Rais Aam Afifuddin Muhajir and Katib Ahmad Tajul Mafakhir, Number: 4785/PB.02/A.II.10.01/99/11/202, Concerning the Follow-up to the Decision of the Syuriyah Daily Meeting, 20 November 2025.Gus Yahya has declared the letter invalid.

“Henceforth, as long as the position of PBNU General Chair is vacant as intended, the leadership of the Nahdlatul Ulama Executive Board will be completely in the hands of Rais Aam as the Supreme Leader of Nahdlatul Ulama,” wrote the letter.
PBNU Katib Ahmad Tajul Mafakhir confirmed the circular letter.He signed the document together with Deputy Rais Aam, KH Afifuddin Muhajir.
“As the Head of the PBNU, I signed the circular letter together with Deputy Rais Aam, KH Afifuddin Muhajir regarding what was written in the letter. It’s not a letter of dismissal, yes. It’s in a different form,” said Gus Tajul.
He said the circular was a follow-up to the Minutes of the Syuriyah Daily Meeting, which gave Gus Yahya time to resign or be resigned from the position of Chairman of the PBNU, after 3×24 hours from November 20 2025.
Gus Tajul stated that when the deadline for requesting a withdrawal has been exceeded, the second option will apply.
The second option reads: If you do not resign within 3 (three) days, the PBNU Syuriyah Daily Meeting decides to dismiss KH Yahya Cholil Staquf as General Chair of the Nahdlatul Ulama Executive Board.
“That’s why this Circular was written,” said Ahmad Tajul.”There was no other official letter regarding dismissal before the Plenary Meeting,” he added.

The circular letter was a follow-up to PBNU’s daily Syuriyah meeting, 20 November in Jakarta, which asked Gus Yahya to resign as general chairman within three days of receiving the decision of the daily Syuriyah meeting.If he does not resign within three days, the PBNU Syuriyah daily meeting decides to dismiss Yahya Cholil Staquf.
The latest circular regarding the status of Gus Yahya’s position at PBNU came out after the three-day deadline had passed.In the first point of the circular it was stated that Deputy Rais Aam Afifuddin Muhajir had directly given the PBNU Syuriyah daily minutes to Gus Yahya.
“That based on the considerations as referred to in point 2 above, KH. Yahya Cholil Staquf will no longer have the status as General Chair of PBNU as of November 26 2025 at 00.45 WIB,” reads point 3 of the circular letter.
In the next point it is stated that Yahya Cholil Staquf no longer has the authority and right to use the attributes, facilities and/or things attached to the position of General Chair of PBNU.
Then Gus Yahya also does not have the authority and right to act on behalf of the Nahdlatul Ulama Association as of November 26 at 00.45 WIB.
The next point orders the management to hold a plenary meeting to follow up on the replacement of the PBNU management.
Then in the closing section it is stated that as long as the position of General Chair of PBNU is vacant, the leadership of PBNU is completely in the hands of Rais Aam as the highest leader of Nahdlatul Ulama.
“In the event that KH Yahya Cholil Staquf has objections to the decision, he can exercise the right to submit a request to the Nahdlatul Ulama Tahkim Council in accordance with the mechanism regulated in the Nahdlatul Ulama Association Regulation Number 14 of 2025 concerning Internal Dispute Settlement,” said the closing part of the circular.
Gus Yahya confirms that he is still the General Chair of PBNU
Meanwhile Gus Yahya
emphasized that currently he still has the status of Chairman of PBNU.He stated that the circular was invalid.
“That letter (circular) is an invalid letter, because as can be seen, there is still a watermark with draft writing, so that means it is invalid, and if you scan the signature there, a statement will appear that the signature is invalid,” said Yahya at the PBNU Office, Jakarta, Wednesday.
He explained that the circulating letter also did not comply with administrative standards at PBNU, namely that it was not signed by four people in Syuriyah (supreme leadership) and Tanfidziyah (implementing body).
“So the letter does not meet the requirements, in other words it is not valid, and cannot possibly be used as an official document,” he said.
