The government, represented by Deputy Minister of Law Eddy Hiariej, attended a meeting at Commission III of the DPR on Monday (24/11).
Eddy explained that this bill consists of three chapters which were prepared to follow up on the new Criminal Code which will come into effect on January 2 2026.

He explained that Chapter I of the Bill contained regulations regarding the abolition of imprisonment as the main crime.
“Resolving the threat of imprisonment to maintain personality and eliminating disparities. Rearranging additional sentences to be in line with the sanctions system in the Criminal Code. Adjustments are being made to provide a nationally consistent standard of punishment,” said Eddy in the meeting.
Then Chapter II regulates the matter of criminal adjustments in Regional Regulations. It is hoped that these regulations will be able to maintain the proportionality of sentences and prevent over-regulation.
Then this chapter also regulates the abolition of imprisonment which was previously regulated in the Regional Regulation.
“Chapter II adjustments to criminal penalties in regional regulations. The material regulated: One, limitations on criminal fines that can be regulated in regional regulations, the highest being category 3 according to the Criminal Code system,” he said.
“Three, confirmation that regional regulations can only contain criminal provisions for certain norms that are administrative and local in nature,” he added.
Next, Chapter III regulates adjustments and improvements to the new Criminal Code.
Eddy said this step was taken in order to ensure that the new Criminal Code can be effective and does not give rise to multiple interpretations.
“Confirmation of the scope of norms, and harmonization of criminal threats so that they no longer contain special minimums or cumulative formulations that are not in accordance with the new system,” he said.
