Nahdlatul Ulama Executive Board (
PBNU
) was hit by an internal conflict involving the General Chair
Yahya Cholil Staquf alias Gus Yahya
and the ranks of the Syuriyah management.
The escalation of PBNU’s internal conflict entered the stage of mutual claims between Gus Yahya and the Syuriyah administrators.
Most recently, a circular circulated stating that Gus Yahya would no longer serve as Chairman of the PBNU as of November 26 2025.In the latest circular, it is stated that Rais Aam has full control of PBNU amidst the vacancy of the general chairman.

PBNU’s latest circular letter bears the electronic signatures of Deputy Rais Aam Afifuddin Muhajir and Katib Aam Ahmad Tajul Mafakhir, Number: 4785/PB.02/A.II.10.01/99/11/202, Concerning Follow-up to Decisions of the Syuriyah Daily Meeting, 20 November 2025.
From this internal turmoil that has surfaced, it can be seen that PBNU has several organizational tools that are different from other organizations.So it’s not just daily administrators or tanfidziyah and syuriyah only.
Based on PBNU Decree number 01/A.II.04/01/2022, the composition consists of mustasyar (advisory council), syuriyah, a’wan (expert council), and daily administrators or tanfidziyah.

Mustasyar
Referring to article 14 paragraph 2 of Nahdlatul’s Articles of Association, it is explained that mustasyar are advisors who include general administrators, regional administrators, branch administrators/special branch administrators, and branch representative councils.
In Chapter VIII of the Articles of Association regarding Duties and Authorities, article 17 explains that mustasyar has the duty and authority to provide advice to Nahdlatul Ulama administrators according to their level, whether requested or not.
Mustasyar also has the authority to hold internal meetings if necessary but does not have the authority to appoint and dismiss management.
For the 2022-2027 solemn period, PBNU has 34 mustasyar or advisors, some of whom are Mustofa Bisri alias Gus Mus, Baharuddin, Ma’ruf Amin, Jirjis Ali Maksum, and Nurul Huda Djazuli.
Syuriyah
Article 14 paragraph 3 of the Nahdlatul Ulama Articles of Association explains that syuriyah is the highest leadership of the Nahdlatul Ulama.
Syuriyah consists of several daily administrators, namely rais aam, deputy rais aam, several rais, katib aam, and a’wan.
Rais Aam is the highest leadership of Syuriyah consisting of major kiai and elderly ulama who serve as the main directors and supervisors of organizational policies.
Meanwhile, the katib aam functions like a secretary who is responsible for arranging administration and court affairs in Syuriyah.
According to article 18 of the Nahdlatul Ulama Articles of Association, syuriyah has the duty and authority to foster and supervise the implementation of organizational decisions according to its level.
Currently, the PBNU Rais Aam 2022-2027 is held by Miftachul Akhyar.Apart from that there are Deputy Rais Aam Afifuddin Muhajir and Katib Aam Ahmad Tajul Mafakhir.
Tanfidziyah
Based on the NU Articles of Association, article 14 paragraph 4, it is stated that tanfidziyah is a daily implementer.
Tanfidziyah is led by a general chairman, assisted by a deputy general chairman and a general secretary who then has several deputy general secretaries.
This position structure also includes a general treasurer and several treasurers.
For the 2022-2027 period, tanfidziyah is led by Yahya Cholil Staquf as General Chair and there are 4 deputy general chairs including Zulfa Mustofa, Sayyid Muhammad Hilal Al Aidid, Nizar Ali, and Nusron Wahid.
Meanwhile, the position of Secretary General is occupied by Saifullah Yusuf.
The relationship between the syuriyah and tanfidziyah structures in NU is one unit and cannot be separated.
PBNU’s internal turmoil
Currently, there is an internal conflict between the Nahdlatul Ulama (PBNU) Executive Board where Gus Yahya’s position as Chairman of PBNU is being shaken.
Now, a circular is circulating stating that Gus Yahya will no longer serve as Chairman of PBNU as of November 26 2025 yesterday and in the latest circular it is stated that Rais Aam has full control of PBNU amidst the vacancy of the general chairman.
The circular letter was a follow-up to PBNU’s daily Syuriyah meeting, 20 November in Jakarta, which asked Gus Yahya to resign as general chairman within three days of receiving the decision of the daily Syuriyah meeting.
Gus Yahya rejected the validity of the letter and emphasized that currently he still serves as chairman.
“I still remain in my position as General Chair based on the organization’s constitution and also based on recognition from all levels of NU management at all levels throughout Indonesia,” said Yahya.
