named two suspects in the alleged criminal act of corruption in providing housing allowances to leaders and members of the Regency DPRD

State losses in this corruption case are estimated to be around IDR 20 billion.
The two suspects named by the West Java Prosecutor’s Office are former Secretary of the Bekasi Regency DPRD Rahmat Atong S (RAS) and former Deputy Chair of the Bekasi Regency DPRD Soleman S.

Rahmat Atong held the position of Secretary of the Bekasi Regency DPRD in 2022-2024 or when this alleged corruption case occurred.Meanwhile, Soleman at that time served as Deputy Chair of the Bekasi Regency DPRD.

Roy stated that the suspect was named based on the investigation order from the Head of the West Java High Prosecutor’s Office number 66/M.2/Fd.1/08/2025 dated 7 August 2025 in conjunction with investigation order 3420/M.2/Fd.2/12/2025 dated 9 December 2025.
Case construction
Roy explained that the construction of this case began in 2022 when the Bekasi Regency DPRD asked for an increase in housing allowances for leaders and members.
Rahmat Atong followed up on this request by appointing KJPP Antonius to calculate the housing allowance assessment based on SPK number 027/05 PPK/APM.PRM/I/2022 concerning expenditure on housing allowance consultation services.
“The letter dated January 26 2022 was signed by RAS as Secretary of the Bekasi Regency DPRD and official making the commitment,” he said.
After calculations by the KJPP, it was found that the value of the housing allowance for the Chairman of the DPRD was IDR 42.8 million, the Deputy Chairman IDR 30.35 million and the members IDR 19.8 million.
However, these results were not approved by the leadership and members of the Bekasi Regency DPRD.
Furthermore, the suspect Soleman – as Deputy Chairman of the DPRD at that time – led a recalculation of the amount of allowances for the deputy chairman and members, because he considered that the KJPP only calculated for the Chairman of the DPRD.
However, the determination of the amount by representatives and members independently does not go through a mechanism because it does not go through a public assessor.This is contrary to Minister of Finance Regulation (PMK) number 101/PMK.01/2014, causing state financial losses of IDR 20 billion.
Regarding the investigation into this case, Rahmat Atong was detained by the West Java Prosecutor’s Office at the Kebon Waru Class 1 Detention Center, Bandung, for the next 20 days starting from last Tuesday.
“Suspect S was not detained because he is currently serving a prison sentence at Sukamiskin Prison,” he said.
The suspects are threatened with crimes under Article 2, Article 3 jo.Article 18 of Law 31/1999 concerning eradicating corruption as amended by Law 20/2001 concerning amendments to Law 31/1999 jo.article 55 paragraph (1) 1 of the Criminal Code jo.article 56 KUHAP (KR-PRA).
