officially issued three important decisions from the results of the Executive Committee (Exco) meeting which took place at Wisma FAM, Kelana Jaya, on Monday (22/12).
FAM held its fourth special Exco meeting for the 2025-2029 period at Wisma FAM, Kelana Jaya, on Monday (22/12).This meeting was chaired by the Acting President of FAM, Datuk Wira Mohd Yusoff Hj.Mahadi.
This meeting was held to discuss the results of the report from the Independent Investigation Committee (IIC) chaired by Tun Md Raus Sharif which had identified two main issues, namely the granting of Malaysian citizenship and falsification of documents involving seven players of descent in the Harimau Malaya squad.

, the first decision FAM took was to file a police report as recommended by the Independent Investigation Committee (IIC).
Second, FAM will make improvements in the management of registration of old players and will ensure that problems of negligence and falsification of documents do not recur.
Third, the temporary dismissal of FAM Secretary General, Datuk Noor Azman Hj.Rahman is still ongoing and will be brought to the FAM Disciplinary Committee for further action.At the same time, FIFA will also carry out its own investigation into Datuk Noor Azman.

Previously, IIC revealed that there were serious errors in supervision and administrative verification within FAM which led to a case of alleged falsification of documents of seven naturalized Malaysian players which resulted in FIFA’s punishment.

had received a 59-page report from the IIC chaired by former Chief Justice of the Supreme Court, Tun Md Raus Sharif, on 15 December.
In its report, the IIC was unable to determine the mastermind behind the falsification of the documents due to several obstacles, including a lack of cooperation from authorized notaries and the inability to find two agents of the seven players, Nicolas Puppo and Frederico Moraes.
“The IIC cannot determine for certain who falsified the disputed documents. However, what is clear is that there were serious failures in supervision, verification and administrative control in FAM management that allowed this incident to occur without detection or intervention,” wrote the ICC.
IIC recommends that FAM immediately make a police report, then take disciplinary action against people within the management who are proven to have neglected supervision, and implement structural reforms.
These steps are considered crucial to prevent the recurrence of similar incidents while restoring the credibility and integrity of FAM.
“FAM is advised to immediately make a police report, take appropriate internal disciplinary action if supervision fails, and implement structural reforms recommended by the IIC,” the IIC wrote.

The IIC also advised the FAM Disciplinary Committee to initiate legal proceedings against FAM Secretary General, Datuk Noor Azman Rahman, to determine whether he failed to carry out the required standards of supervision and due diligence.
“The aim of the process is to determine whether the FAM Secretary General failed to carry out the monitoring and verification duties of his office, and whether administrative sanctions or corrective action are necessary,” the IIC said.
“This recommendation is made without prejudice and does not imply a finding of personal involvement by the FAM Secretary General in the alleged forgery,” the IIC added.
Because the case that resulted in FIFA sanctions revealed fundamental weaknesses in FAM’s documentation process, agent supervision and internal verification protocols, IIC proposed that FAM carry out structural and procedural reforms to strengthen the supervision system in the future.
