“From my view, KP2MI needs law enforcement (Polri),” said Dzulfikar when confirmed, Friday (21/11).
Dzulfikar said that KP2MI and Polri had agreed to establish a special desk to handle illegal migrant workers and TIP.
He admitted that the desk speeds up the handling process because coordination can be done directly.
“Because coordination and communication are faster and prevention of illegal PMI shipments can be implemented more massively,” he said.
Dzulfikar said that active police experience in investigations, intelligence and legal operational work is very relevant to the issue of illegal migrants and exploitation.
Meanwhile, on the one hand, KP2MI has limitations in human resources, budget and law enforcement authority.
Dzulfikar admitted that one of the new directorates at KP2MI filled with high-ranking National Police officers, namely the Cyber Director, had shown concrete results.
“So far we have succeeded in carrying out cyber patrols and taking down 1,200 social media posts as a result of coordination with various parties,” he said.
In its decision, the Constitutional Court stated that if a police officer wants to hold a civil position, he or she must resign or retire from their position.
In this case, the Constitutional Court granted the entire petition in case number: 114/PUU-XXIII/2025 which was petitioned by Syamsul Jahidin (student/advocate) and Christian Adrianus Sihite (student) who tested the constitutionality of the norms of Article 28 paragraph (3) and the Explanation of Article 28 paragraph (3) of Law 2/2002 concerning the Police (UU Polri).
The explanation of Article 28 paragraph (3) states “What is meant by ‘positions outside the police’ are positions that are not related to the police or are not based on assignments from the National Police Chief.”
The National Police Headquarters has also responded to the Constitutional Court’s decision. One of them was canceling the assignment of Senior Officer Inspector General Raden Argo Yuwono who was previously assigned to the Ministry of MSMEs.
Karo Penmas, National Police Public Relations Division, Brigadier General Trunoyudo Wisnu Andiko, said that the withdrawal was one of the consequences of Constitutional Court decision no.114/PUU/XXIII/2025 dated 13 November 2025.
Trunoyudo said that one of the considerations for Argo’s recall was because he was still in the orientation process in order to change positions at the Ministry of MSMEs.
“To return to the National Police for career development in the name of Inspector General Raden Prabowo Argo Yuwono based on the letter from the National Police Chief dated November 20 2025,” he said in a written statement, Thursday (20/11).
