What is happening in Bandung is not just an annual problem, but is the result of spatial changes that take place without strict control.
Dedi said flooding there seemed to be an annual event and without serious resolution.
“We see that in Bandung there are almost no more rice fields, no more swamps, no more lakes. Everything has been turned into settlements,” said Dedi after a discussion with the Corruption Eradication Commission’s Coordination and Supervision Directorate, at the KPK’s Red and White Building, Jakarta, Thursday (11/12).

Dedi said that many developments in elite residential areas use land from other areas.This caused other areas to experience subsidence and residents living nearby became victims of flooding.
“They are filling in. Where is the filling taking of the land? From other places, so that other places experience a decrease in the surface (of the land), elite areas experience an increase in the surface. When the rain comes, the victims (are) the ones who experience a decrease in the surface (of the land),” said Dedi.
On the other hand, Dedi said that many residents live in the Citarum River Basin Center (BBWS) area and the Water Resources Management Area (PSDA).Therefore, Dedi said that as of today he will relocate and prepare a rented house for them for one year.
“The West Java Provincial Government has prepared a place for a year-long contract, and then we will carry out land acquisition,” he added.
After land acquisition, continued Dedi, areas that usually flood will become river areas and water absorption will be built.
According to him, this effort must be made so that people do not continue to live under the threat of flood disasters.
“We no longer reflect on disasters every year. We look for solutions,” said Dedi.
Apart from that, the West Java Provincial Government will also regulate land conversion in the Ciwidey area, especially those managed by PT Perkebunan Nusantara (PTPN), as well as regulate some forestry land that has been turned into vegetable gardens.
“This is what we will move, we will turn it into a tea plantation and hardwood plantation managed by the West Java Provincial Plantation Service and Forestry Service,” he said.
Report to the Corruption Eradication Commission
On the other hand, Dedi said that tens of thousands of areas of land in his area were not certified when coordinating with the Corruption Eradication Committee (KPK) Coordination and Supervision Directorate today.
“Together we are discussing the arrangement of state-owned assets, owned by BUMN, where currently tens of thousands of land areas are not certified, so we want to encourage certification,” he said.
During the meeting, Dedi also touched on neglected administrative equipment, including location permits and Business Use Rights (HGU) which had expired for years without renewal.
“We want to encourage this process,” he added.
Dedi admitted that he wanted to restore forests, plantations and rivers in the West Java region to their function.He said, the problem that must be overcome is that the area is now occupied by the community.
On this basis, in his meeting with the Corruption Eradication Commission today, Dedi also brought together officials from PT Perkebunan Nusantara (PTPN), Perhutani, to the River Region Center (BBWS) in the West Java working area.
“The risk is that the areas are inhabited by other people, controlled by other people, so when they are inhabited by other people, controlled by other people, we will take control measures as has been done in the last 10 months,” said Dedi.
“Well, so we can see that in the last 10 months, when I took office, I carried out upstream handling in Bogor, carried out treatment in Bekasi, until today the area is relatively very good, the water flows well,” he continued.
Corruption Eradication Committee response
Meanwhile, the Director of Coordination and Supervision of the Corruption Eradication Commission, Bahtiar Ujang, said that the agenda with the West Java Provincial Government brought serious problems because it was related to disaster mitigation and saving state assets.
“He conveyed his principle – looking at weather dynamics and environmental dynamics – currently strategic steps need to be taken to anticipate things that could happen, such as the example in Sumatra,” said Bahtiar.
According to him, successful risk mitigation must start from utilizing idle land and abandoned assets.
“There is PTPN and there is PU, where there are several assets that will be put back into use, and revitalization steps will be taken for environmental resilience,” he said.
“The West Java government asked the KPK to strengthen these steps so that they can be realized,” continued Bahtiar.
