Corruption Eradication Committee (KPK) Admits Handling of Hajj Corruption Cases under Minister of Religion Yaqut was a Little Slow

This was conveyed by Fitroh when he confirmed the latest developments in handling suspected corruption cases that have been ongoing for the past year.
“It’s a little slow, but you have to be sure. Don’t be quick, then it’ll be late. This also concerns human rights,” said Fitroh during a question and answer session on the KPK’s 2025 End of Year Performance achievements, at the KPK’s Red and White Building, Jakarta, Monday (22/12).

Although he did not mention an exact time, the KPK leader with a prosecutor’s background stated that his party would immediately identify a suspect.
“Hopefully, in the case of investigating the Hajj quota case, we will soon identify a suspect,” he said.
Fitroh provides certainty that the article that will be used will concern state losses.The Corruption Eradication Commission (KPK) is currently communicating intensively with the auditors of the Financial Audit Agency (BPK) to calculate the state’s losses.
“Why? Because we will suspect that Articles 2 and 3 (the Corruption Eradication Law) require a calculation of state losses,” he said.
In the ongoing process, the Corruption Eradication Committee (KPK) has examined many witnesses from both the Ministry of Religion and Hajj travel agencies and associations.
Among them are the former Minister of Religion under the 7th President of the Republic of Indonesia, Joko Widodo, namely Yaqut Cholil Qoumas;Director General of Hajj and Umrah (PHU) Ministry of Religion Hilman Latief;Chairman of the Nahdlatul Ulama (PBNU) Executive Board and Yaqut’s staff, namely Ishfah Abidal Aziz alias Gus Alex;Deputy Secretary General of the Central Leadership of the Ansor Syarif Youth Movement Hamzah Asyathry.
Then the owner of the Maktour Travel travel agency, Fuad Hasan Masyhur;Owner of PT Zahra Oto Mandiri (Uhud Tour) Khalid Zeed Abdullah Basalamah;Hajj and Umrah travel owner PT Muhibbah Mulia Wisata Pekanbaru Ibnu Mas’ud;Secretary Kesthuri Muhammad Al Fatih;Kesthuri Juahir Visa Division;Chairman Sapuhi Syam Resfiadi;to the Independent Commissioner of PT Sucofindo Zainal Abidi.
Meanwhile, on August 11 2025, the Corruption Eradication Commission issued a Decree prohibiting traveling abroad for Yaqut Cholil Qoumas, Gus Alex, and Fuad Hasan Masyhur.
The Corruption Eradication Committee (KPK) has also searched a number of places, such as Yaqut’s residence in Condet, East Jakarta, the Hajj and Umrah travel agent’s office in Jakarta, the ASN house of the Ministry of Religion in Depok, and the room of the Directorate General of PHU of the Ministry of Religion.
Many pieces of evidence allegedly related to the case were confiscated, such as documents, Electronic Evidence (BBE), and four-wheeled vehicles and property

Fitroh added that the Corruption Eradication Committee will be more careful in handling suspected corruption cases involving state losses.This follows the Constitutional Court (MK) Decision Number: 142/PUU-XXII/2024 which reminds law enforcement officials to be more careful in implementing Article 2 and Article 3 of the Corruption Law.
The case was filed by former President Director of the Indonesian Fisheries Corporation (2016-2017) Syahril Japarin, former PT Chevron Pacific Indonesia employee Kukuh Kertasafari and former Governor of Southeast Sulawesi Nur Alam.The Petitioners requested that Article 2 paragraph (1) and Article 3 of the Corruption Law be unconstitutional, but the Constitutional Court did not grant this.
“This is also a consideration for the Corruption Eradication Committee (KPK) in determining or designating someone as a suspect who must be strictly based on evidence, and of course the mens rea (evil intent, ed.) must be really strong,” said Fitroh.
Furthermore, Fitroh agreed with the judicial review of Articles 2 and 3 of the Corruption Law because these provisions currently open up room for inappropriate application.
“If the way it is implemented is not appropriate, I think our response regarding the recommendation from the Constitutional Court is to make corrections in the implementation process, to be careful,” he said.
