“So the Medan City Government gave it, handed it over to Muhammadiyah. So the one who will distribute it is Muhammadiyah,” said Bobby Nasution at Soewondo Air Base in Medan, Friday (19/12).

Bobby explained that this assistance was not international or international
government to government
(G to G) but rather comes from a non-governmental organization (NGO) in the UAE.Therefore, the distribution mechanism is different from official state-to-state aid.
“Aid from the UAE, if it is G to G assistance, of course we will hand it over to the Central Government. But it turns out this is not G to G. So it’s not country to country, but the NGOs,” he said.
He said that this assistance was similar to assistance from the Indonesian Red Cross (PMI) in the country.In the UAE, aid is channeled through the Red Crescent organization, which then provides assistance to the Medan City Government.Furthermore, the Medan City Government handed over the aid to Muhammadiyah for distribution.
“So actually they were not sent home, but handed over. Because this was NGO assistance, the distribution was carried out by NGOs that are here too, in this case Muhammadiyah,” he said.
Bobby added that currently all aid logistics are in the Muhammadiyah warehouse.The aid was immediately distributed to flood victims according to the established mechanism.
“Because now the goods are also in the Muhammadiyah warehouse. So the technical details will come later,” he said.
Bobby also emphasized that for international assistance of a G to G nature, the entire reception and distribution process is the authority of the Central Government.The local government is only tasked with receiving and distributing according to directions.
“For international aid which is G to G in nature, it is a mechanism from the center. We in the regions will only receive it. And it will be distributed by the central government. Because the aid (30 tons of rice) is from NGOs, we are allowed to receive it. However, it will be distributed by NGOs here too,” he explained.
Previously, the Medan City Government (Pemko)’s decision to return logistical assistance to the United Arab Emirates (UAE) Government sparked polemics.The assistance was in the form of 30 tons of rice as well as 300 packages of basic necessities, baby equipment and prayer equipment.
Medan Mayor Rico Waas said the aid was returned after the Medan City Government coordinated with the National Disaster Management Agency (BNPB).Aid was returned because the central government was still able to provide assistance for flood management in Medan City.
“Indeed, we think that the government is still providing assistance to us as well as the Medan City Government. And it has also coordinated with BNPB, which would be good for it to be handed back to the UAE,” he said to
