Deputy for Systems and Strategy at the National Disaster Management Agency (BNPB), Raditya Jati touched on the
regional head
who often blame high rainfall when natural disasters occur

or landslide.
He conveyed this at the Central and Regional Coordination Meeting at the Ministry of Home Affairs, Monday (1/12).J believes that regional heads should be able to understand and prepare good disaster mitigation.
Starting from determining regional status to how to anticipate it.So, he said, we don’t just have to depend on the central government when a disaster occurs.

“This often happens and is often blamed on high rainfall so they are not prepared,” said Raditya in his presentation.
The reason is, he said that in many cases found by BNPB the problems actually arise because spatial planning does not comply with regulations.
“For example, in several areas in Jabodetabekpunjur, there are many houses that live directly across river borders. We have the data, we have the data via satellite,” he said.
He reminded that the river border is a zone on the left and right which is designated as a protective boundary to prevent erosion, flooding and pollution, as well as maintain the ecological function of the river.
On the other hand, Raditya also emphasized the importance of cross-sector coordination to ensure security, especially in areas prone to natural disasters.
On the same occasion, Head of the Meteorology, Climatology and Geophysics Agency (BMKG) Teuku Faisal Fathani reminded regional heads about the high rainfall that will occur at the end of 2025.
“For the period December to January, high to very high rainfall is predicted to occur in the southern region of Indonesia. Including Java, Bali, West Nusa Tenggara, East Nusa Tenggara, parts of South Sulawesi and South Papua,” said Teuku in his presentation.
Furthermore, he said that the period November 2025 to April 2026 is the growth period for tropical cyclone seeds in southern Indonesia, which has the potential to cause heavy rain and strong winds in areas approaching this area.
“The atmospheric dynamics in the next week are influenced by many things, this increases the potential for rain in several areas, especially North Sumatra, Riau Islands, Jambi, East Java, Bali, West Nusa Tenggara, East Nusa Tenggara, Kalimantan, West Sulawesi and Papua,” he explained.
On the other hand, Teuku emphasized that weather modification operations can only be carried out if the Governor has issued an emergency alert status in his area.
“Weather modification operations, in collaboration with BMKG and BNPB, can only be carried out when the Governor issues an emergency alert status. Without the emergency alert status the operation cannot be carried out,” he said.
If the Governor has issued an emergency alert status, then his party can coordinate with BMKG and BNPB to determine whether weather modifications need to be made in the area or not.
“The costs are very expensive, ladies and gentlemen, so please, later we will apply a priority scale,” he concluded.
