which hit the Aceh, North Sumatra and West Sumatra regions, is not an ordinary natural phenomenon.
Burhanuddin said major floods were also triggered by massive land conversion in upstream river watershed areas that were met with high rainfall.
“Based on the clarification results of the PKH Task Force and the results of the ITB Interdisciplinary Research Center’s analysis, it was found that there was a strong correlation that the massive flood disaster in Sumatra was not just an ordinary natural phenomenon, but was directed at massive land conversion in upstream river watershed areas that were met with high rainfall,” said Burhanuddin at the Attorney General’s Office (Kejagung), Jakarta, Wednesday (24/12).

“So the impact of the loss of vegetation cover in the upstream river basin causes the soil’s absorption capacity to decrease, surface water flow to increase sharply, extreme rain and flash floods due to the volume of water overflowing to the surface,” he added.
Burhanuddin said the Forest Area Control Task Force (PKH) had identified and found that a large number of corporate entities and individuals were indicated to have contributed to the flash disaster.
“The PKH Task Force has provided clarification on 27 companies spread across the three provinces,” he said.
Burhanuddin said the PKH Task Force would continue the investigation process into all legal subjects suspected of being involved in land conversion in Aceh, North Sumatra and West Sumatra.
“Involving all stakeholders (PKH Task Force, Ministry of Environment, Ministry of Forestry, National Police) to harmonize steps to avoid overlapping examinations and speed up the resolution of cases effectively in accordance with applicable legal provisions,” he said.
“The law must be upheld and strict law enforcement is necessary in order to maintain national stability,” Burhanuddin added.
