Amran reasoned that this happened because until September 2025 there was still a block of around IDR 8 trillion.According to him, this affects the ministry’s spending absorption performance.
“The fact is that in September there was still a block of IDR 8 trillion, and in October there was still a partial block. This is one of the causes of the delay only reaching 72 percent, but God willing, by the end of the year we will aim for 93 percent of the APBN spending achievement,” said Amran in a Working Meeting with Commission IV DPR RI, Central Jakarta, Monday (24/11).

As of November 2025, the realization of the Ministry of Agriculture’s budget, taking into account
outstanding
contracts, e-catalog contracts and budget blocks were recorded at 72.41 percent.
The Ministry of Agriculture targets the realization of absorption to increase to a minimum of 93 percent by the end of the year through optimizing program implementation in the field and accountable budget management.
Based on ceiling data for the 2025 fiscal year (FY), the Ministry of Agriculture received an allocation ceiling of IDR 31.91 trillion.The ceiling includes additional spending through the Additional Expenditure Budget (ABT) worth IDR 2.46 trillion.
This addition is a follow-up to President Prabowo Subianto’s direction for the Ministry of Agriculture to accelerate the increase in production of a number of strategic commodities such as sugar cane, coffee, coconut, cocoa, cashew, pepper and nutmeg through regional development, improving seed systems and other technical support.
However, of the total ceiling, part of the budget is still blocked.Blocked official travel reaches IDR 136 billion and can only be used after obtaining approval from the Ministry of Finance.Apart from that, there is a non-business travel block of IDR 572 billion which comes from foreign loan funding.
As a result, the Ministry of Agriculture’s effective ceiling in 2025 will be reduced to IDR 31.12 trillion.
Amran stated that he would maximize the remaining FY time to encourage the acceleration of spending, especially on strategic programs that are directly related to increasing food production and strengthening national food security.
Acceleration efforts are focused on contract execution, implementation of physical activities in the field, as well as completion of accountability documents so that budget realization remains in accordance with provisions.
Adjustments due to budget blocks are one of the main challenges, but Amran remains optimistic that the absorption target of 93 percent by the end of 2025 can be achieved.
“God willing, by the end of the year we will try to reach 93 percent of APBN spending,” said Amran.
