) still waiting for confirmation of the provincial minimum wage
(UMP) 2026
which the government announced was canceled last Friday (21/11).
Referring to Government Regulation (PP) Number 36 of 2021 concerning Wages, the UMP announcement should be made no later than November 21.However, the Ministry of Manpower did not announce it on the pretext that it was still preparing new regulations.
Based on the latest information obtained by Ristadi, the government is currently still tidying up the formula or technical instructions regarding the 2026 UMP.

“Will there be changes in the form of a PP (government regulation) (from PP Number 36 of 2021) or in the form of a Permanaker (manpower minister’s regulation),” said KSPN President Ristadi to

Nevertheless, Ristadi agrees that there is disagreement between workers and employers regarding the ideal figure for wage increases next year.He emphasized that this usually happens when discussing the UMP every year.
KSPN only advised the government not to flatten the 2026 UMP increase.Ristadi said these hopes had been expressed in an official letter to President Prabowo Subianto dated October 16 2025.
“We at KSPN do not agree that the minimum wage increase will be an even percentage. For example, like this year (UMP 2025) it was 6.5 percent, in the end all regions implemented a wage increase of 6.5 percent,” said Ristadi.
“We don’t agree with that because it will result in higher wage inequality. Wages, which are already large, will increase more than in areas where wages are still low,” continued the labor leader.
Ristadi said that the 2026 UMP increase should be more significant for regions that currently still have low wages.He encouraged the government to think about this formula in order to reduce wage disparities between regions.

I have contacted the Deputy Minister of Manpower (Wamenaker) Afriansyah Noor to ask about the progress of the 2026 UMP discussion. However, the person concerned has not responded until this news appears.
Meanwhile, the Minister of Manpower (Menaker) Yassierli previously emphasized that the government is not bound by PP Number 36 of 2021. Therefore, the Ministry of Manpower has not announced the decision on the 2026 UMP even though it is already past November 21 2025.
“We are currently developing a concept that the wage increase is not a single figure. But what it will look like, I’m sorry, this is still in process. So, not in a single figure because if it is a single figure it means the disparity will still occur,” explained Yassierli at a press conference at the Ministry of Manpower, South Jakarta, Thursday (20/11).
“So, we are aware that there are provinces or cities/districts that have high economic growth, please. They can be higher compared to provinces, cities/districts where economic growth is not high,” he added.
This concept was different when President Prabowo in 2024 announced an increase in the 2025 UMP by 6.5 percent and applied throughout Indonesia.For next year’s UMP, according to Yassierli, it will be handed over directly to regional heads.
“This is also in accordance with the mandate of the Constitutional Court (MK) to give authority to the Provincial Wage Council to review, the City/Regency Wage Council to review, submit to the governor and of course be determined by the governor,” stressed the minister.
