“So there really was a problem with the machine tool. How many times have we been warned. Even if it was still damaged, we ordered it to stop, and immediately replace everything that was damaged. That’s it, I asked for it to be replaced. And we ordered it to be checked,” said Amran at a Working Meeting with Commission IV DPR RI, Central Jakarta, Monday (24/11).
Amran explained that a number of units had high prices but did not meet the minimum TKDN standard of 40 percent.He assessed that this condition could trigger a market imbalance and make foreign products enter the government procurement scheme first.
“The problem is, the price is IDR 250 (million). This is what I understand what is meant, Yamar, Kubota, that’s good. But the price is good. Well, the TKDN also doesn’t meet our standards, 40 percent. Well, this means, if this is taken, he goes in first,” he said.
He emphasized that the entire procurement process is closely monitored and the relevant officials must be held professionally responsible.
“How many Director Generals are there, quite a lot, so don’t bother the ministers, just the Director General who goes if something happens. So we do that, sign, the KPA (budget user authority) is responsible. If there is something, I let them go, but they are professional,” said Amran.
He ensured that the termination instructions had been carried out in the field.
“But we immediately asked yesterday to stop and replace everything that was damaged. All over Indonesia,” he stressed.
The policy of discontinuing and re-evaluating machine tools emerged after the Ministry of Agriculture previously uncovered 31 cases of illegal levies (extortion) and misuse of machine tool assistance which should have been provided free of charge to farmers.
The methods found varied, such as asking for a fee, collecting administration fees, and requiring payment before the machine tool was received.
All cases have been transferred to regional law enforcement to be processed without compromise.The government has also opened a complaint channel so that farmers can report irregularities in the field.
Supervision of aid distribution is increasingly tightened because the government is distributing machinery worth trillions of rupiah and reducing the price of subsidized fertilizer by 20 percent.
With this strict action and evaluation, the Ministry of Agriculture ensures that each unit of aid actually reaches the farmers without charges and without loopholes for unscrupulous individuals.
