Previously, President Putin stated that Russia was ready to continue to comply with the restrictions in the New START agreement for one year after its expiration, provided that the United States did the same.
New START, signed in 2010, is one of the few remaining nuclear arms control agreements between the two countries. The treaty limits the number of strategic nuclear warheads each side can deploy to 1,550, as well as setting limits on strategic launchers and bombers.
However, in recent months, tensions between Moscow and Washington over the nuclear issue have increased again. In late October, Putin announced the successful test of the Burevestnik nuclear-powered cruise missile, which he called “a unique weapon that no country has.”
The statement prompted a reaction from United States President Donald Trump, who insisted, “I know we have nuclear submarines, the best in the world, right near their territory.”

A few days later, Putin again announced the successful test of the Poseidon nuclear-powered underwater drone, which he claimed was “unmatched in speed and depth” and “impossible to intercept.”
In response, Trump ordered the resumption of nuclear weapons testing in the United States “on an equal basis” with Russia and China.
Trump’s statement immediately caused a stir in the media and political circles in both countries.Several US government officials then attempted to calm the situation, stating that there would be no full-scale nuclear explosion, but only a non-critical test.
But in an interview with the 60 Minutes program on October 31, Trump reiterated that the United States would conduct tests like “other countries,” while accusing Russia and China of carrying out secret underground nuclear tests.
“Those countries are conducting underground tests that are not known to the public. We will do the same thing they do,” Trump said when asked whether the United States would start detonating nuclear weapons for testing.
Even so, the nuclear rhetoric between the two leaders continued. In early November, Putin chaired a meeting of Russia’s Security Council to discuss the possibility of carrying out nuclear tests in his country.
During the meeting, Defense Minister Andrey Belousov proposed that the tests be carried out immediately, while the Director of the Federal Security Service (FSB) Alexander Bortnikov suggested that Russia first wait for concrete steps from the United States.
