) Khofifah Indar Parawansa officially sets the provincial minimum wage
(UMP) 2026
to IDR 2,446,880.68 per month.This figure is an increase of Rp. 140,895 compared to the 2025 East Java UMP, which is Rp. 2,305,985.
The latest minimum wage determination was ratified through the Decree of the Governor of East Java Number 100.3.3.1/934/013/2025 concerning the 2026 East Java Province Minimum Wage which was signed by Khofifah Tuesday (23/12) evening.
“The East Java Province Minimum Wage in 2026 is IDR 2,446,880.68,” reads the East Java Governor’s Decree in the First Dictum.

The decree also states a number of provisions that will apply after the 2026 UMP is determined. Among other things, in point a it is written that employers who have paid wages higher than the Provincial Minimum Wage provisions as intended in the First Dictum are prohibited from reducing or lowering wages.
Then point b, entrepreneurs are prohibited from paying wages lower than the Provincial Minimum Wage provisions as intended in the First Dictum.
In point c, if the entrepreneur does not fulfill the provisions as intended in letters a and b, he will be subject to sanctions in accordance with the provisions of the statutory regulations.
“This Governor’s Decree will come into effect on January 1, 2026,” wrote the decree.
Khofifah said that determining the UMP is not just an administrative figure, but is the result of a process of considering various aspects, starting from regional economic conditions, inflation, to input from workers and entrepreneurs.
According to him, the minimum wage policy must be able to answer two major interests at once.On the one hand, the government is obliged to protect workers so that they have a decent income and are able to maintain purchasing power.On the other hand, the investment climate and business sustainability must also be maintained.
“This balance is key. The government is here to ensure that workers receive protection, while the business world still has room to grow,” said Khofifah.
Furthermore, the district/city regional government together with the wage council will formulate the Regency/City Minimum Wage (UMK) for each region by considering the characteristics and capabilities of the regional economy.
