The Central Statistics Agency (BPS) noted that the majority of regions are experiencing price pressure, especially for cayenne pepper which is now far above the national reference price.
BPS Price Statistics Director Windhiarso Ponco Adi said that this commodity was the main contributor to the increase in the price change index (IPH) in various regions towards the end of the year.

“Commodities that are driving the increase in IPH nationally include cayenne pepper, purebred chicken, red chili and shallots,” he said at the 2025 Regional Inflation Control Coordination Meeting, Monday (22/12).
According to Windhiarso, the number of districts/cities that experienced price increases was greater than those that recorded declines.
“Nationally, the number of districts and cities that experienced an increase in IPH was greater than those that experienced a decrease. The number of areas with an increase in IPH also increased compared to the previous week. This shows that price pressures are increasingly widespread towards the end of the year,” he explained.
The increase is clearly visible on the island of Sumatra, especially in areas affected by the disaster.North Nias Regency recorded the highest IPH increase of 13.04 percent, triggered by increases in the prices of purebred chicken meat, red chilies and rice, while contributing commodities in other areas were dominated by cayenne peppers, shallots and beef.
BPS data shows that cayenne pepper is the most striking commodity in terms of price.Nationally, the average price of cayenne pepper in the third week of December was recorded at IDR 66,841 per kilogram (kg), an increase of 52.86 percent compared to November 2025 and already above the Sales Reference Price (HAP).
Nduga Regency recorded the highest price of up to IDR 200 thousand per kg, while the lowest price was around IDR 26,800.In a number of other areas, such as East Barito, the price reached IDR 106 thousand per kg or 85.96 percent above the HAP.
Tuban Regency is at IDR 70,333 per kg, Kediri Regency IDR 65,333, and Central Lombok IDR 67,833 per kg, all above the benchmark with a difference of 10 to 23 percent.
The areas with the largest increase in IPH in percentage terms include Jeneponto and Takalar, each up 278.98 percent and 242.45 percent compared to the previous month, even though prices in these districts are still below the reference limit.Overall, BPS noted that the increase in IPH for cayenne pepper occurred in 76.67 percent of Indonesia.
Windhiarso said cayenne pepper and Minyakita were two commodities that needed special attention because price changes and price levels for both were relatively high.
“If we compare the price level, namely the average price in the third week of December, with the reference price, there are two commodities that need special attention, namely cooking oil commodities and cayenne pepper commodities,” he said.
For cooking oil in general, the average national price in the third week of December rose 0.42 percent compared to November to IDR 19,574 per liter.
Meanwhile for Minyakita, the average price was recorded at IDR 17,406 per liter or an increase of 0.72 percent and in aggregate it was still above the Highest Retail Price (HET) of IDR 15,700 per liter.
At the regional level, the price of Minyakita is far above the HET, especially outside Java.Bintang Mountains Regency recorded a price of IDR 50 thousand per liter, or a difference of 218.47 percent from the HET.Puncak Jaya and Yahukimo districts are each at IDR 40 thousand per liter, while Lanny Jaya District is at IDR 35 thousand per liter.
On the island of Java, the highest price was recorded in Kediri City, IDR 18,500 per liter, Salatiga City IDR 18,178, Subang Regency IDR 17,867, and Bondowoso Regency IDR 17,644 per liter.
Overall, of the 492 districts/cities observed by BPS, 411 still recorded Oilita prices above the HET.The largest distribution occurred outside Java with 315 districts/cities, while Java recorded 96 districts/cities with prices above the HET.
Windhiarso emphasized that cayenne pepper had experienced a significant increase in both price and IPH, while cooking oil, especially Minyakita, although the increase was lower, remained above the reference price.
“Cayenne pepper is a commodity that needs special attention because nationally, up to the 3rd week of December 2025, there has been a significant increase and the price is already above the reference sales price,” he explained.
He added that you also need to watch out for the price of cooking oil because most regions are still recording price levels above the HET.
“In general, it is still above the highest retail price. Minyakita cooking oil in cities on Java and outside Java is already above the highest retail price,” he said.
