Deputy Governor of North Sumatra Surya explained that the total estimated losses included damage to infrastructure, the agricultural sector and residents’ housing.
“Massive damage touched the infrastructure, agriculture, plantation, livestock, fisheries and public housing sectors with total estimated losses reaching IDR 18.37 trillion,” said Surya, Monday (22/12).

Surya said the impact of the disaster spread to 14 districts and 5 cities.The six areas that were most badly damaged were South Tapanuli Regency, Central Tapanuli, North Tapanuli, Mandailing Natal, Humbang Hasundutan, Langkat, and Sibolga City.
“In the infrastructure sector, the disaster caused damage to 25 provincial roads with 117 landslides and six bridges completely damaged. Losses to road infrastructure were estimated at IDR 880.65 billion,” he explained.
Surya explained that the emergency post had been established since November 27 2025, the day after the disaster occurred.According to the decision of the Governor of North Sumatra, the emergency response period is scheduled to end on December 24 2025.
“For the needs of affected residents, the government continues to distribute logistics. To date, 270.32 tons of aid has been distributed through the Main Command Post, plus 303.7 tons of logistics managed through the Soewondo Air Base Hangar,” he said.
Meanwhile, Deputy for Coordination of Housing Development and Settlement Infrastructure at the Coordinating Ministry for Infrastructure, Ronny Ariuly Hutahayan, stated that the central government would prioritize the recovery of the housing sector.
“We received directions to focus on rebuilding housing and settlements for affected residents, including providing permanent housing for refugees,” said Ronny.
According to Ronny, further coordination will be carried out with the Ministry of Housing and Settlement Areas (PKP).However, he emphasized the importance of disaster risk studies before development is carried out.
“We ask the local government to immediately map and propose safe land. The construction of new settlements must be outside disaster-prone zones so that similar incidents do not happen again,” he concluded.
