Corruption Eradication Commission
) wrote to the Directorate General of Immigration to prevent three civil servants from the Ministry of Manpower from going abroad for six months starting from 5 December 2025.
This coercive effort is related to investigating cases of alleged extortion and/or receiving gratuities related to obtaining Occupational Safety and Health (K3) certificates.

“In the K3 certification case at the Ministry of Manpower, investigators then also prevented three people from going abroad or banned three people from the Ministry of Manpower,” said KPK spokesman Budi Prasetyo at his office, Jakarta, Thursday (11/12) evening.
Budi said the parties prevented from traveling abroad were CFH, HR and SMS.
Based on the information obtained, those in question are Chairul Fadly Harahap, Haiyani Rumondang, and Sunardi Manampiar Sinaga.
“All three are employees at the Ministry of Manpower,” said Budi.
He explained that one of the strong pieces of evidence found by investigators was the alleged flow of funds related to K3 management to the suspects.
“Among them (the flow of funds). So, from the development of the investigation that was carried out, both through asking for information from the suspects and other witnesses, investigators there traced the flow of alleged acts of extortion in the K3 certification process which flowed to a number of individuals in the Ministry of Manpower, including the flow of orders related to the alleged act of extortion, from anyone,” explained Budi.
“Therefore, in developing this investigation, the KPK then named the three new suspects,” he continued.
Previously, the Corruption Eradication Committee (KPK) had already processed 11 suspects in cases of alleged extortion and/or gratification related to the K3 certification process.
The suspects in question are former Deputy Minister of Manpower Immanuel (Noel) Ebenezer and Irvian Bobby Mahendro as Commitment Making Officer (PPK) at the Directorate General of Labor Inspection Development and Occupational Safety and Health (Ditjen Binwasnaker & K3).
Then Coordinator for Work Safety Competency Testing and Evaluation in 2022-present Gerry Aditya Herwanto Putra, Sub Coordinator of Occupational Safety Directorate of K3 Development in 2020-2025 Subhan, Director of Institutional Development in 2021-February 2025 Hery Sutanto, Sub Coordinator of Partnership and Occupational Health Personnel in 2020-2020 Anitasari Kusumawati, Director General of Binwasnaker & K3 inMarch 2025–now Fahrurozi.
Then Sub-coordinator Sekarsari Kartika Putri, Coordinator Supriadi, PT Kem Indonesia Representative Temurila, and Miki Mahfud who are also parties from PT Kem Indonesia.
They are suspected of violating Article 12 letter e and/or Article 12 B of the Corruption Eradication Law (UU Tipikor) in conjunction with Article 64 paragraph (1) of the Criminal Code in conjunction with Article 55 paragraph (1) 1st of the Criminal Code.
In the ongoing investigation process, the Corruption Eradication Committee (KPK) has searched many places and confiscated a number of pieces of evidence suspected to be related to the case.These include documents, property and dozens of luxury vehicles.
