Minister of Home Affairs (Mendagri) Muhammad Tito Karnavian instructed regional governments (Pemda) to tighten evaluations of building suitability, especially high-rise buildings.
He emphasized that safety standards must be an absolute requirement in issuing a Building Approval (PBG), and the assessment process must involve the Fire Department (Damkar).
“When constructing [buildings, publishing] PBG really has to assess whether this is low, medium or high risk. If it is high risk, then there must be other requirements, including safety, and involving firefighting friends who they understand, experts in that field,” he said.

This was confirmed by the Minister of Home Affairs in a Joint Meeting with Regional Heads, Heads of the Fire Department (Kadis), and Heads of the Investment and One-Stop Integrated Services Service (DPMPTSP) regarding the Socialization of the Prohibition of Going Abroad, Preparedness for Christmas and New Year (Nataru), and Preparedness for Facing Disasters, which was held online from the Head Office of the Ministry of Home Affairs, Jakarta, Thursday (11/12).
Tito emphasized that every building is required to have a Functional Eligibility Certificate (SLF) based on Government Regulation (PP) Number 16 of 2021. The SLF contains requirements related to structure, fire protection systems, occupant safety, and emergency facilities.
“It also contains appropriate points to avoid or prevent a fire from occurring, or if a fire occurs, it has a mechanism to stop the fire and save,” he said.
He also emphasized that this provision is not just an administrative formality, but an obligation that must be implemented by all local governments and building owners to ensure public safety.The Minister of Home Affairs said that high-risk buildings must be equipped with three main components, namely light fire extinguishers (APAR), water systems such as automatic sprinklers, and safe evacuation routes.
