revealed that there were parties who were not happy with
cooperative
exists and is big again in Indonesia.
Initially, Ferry explained that the Ministry of Cooperatives (Kemenkop) was trying to ratify cooperative system regulations because the previous regulations, namely Law Number 25 of 1992 concerning Cooperatives were no longer relevant.
“The Ministry of Cooperatives is currently trying to ratify the Cooperative System Law. Because the existing cooperative system dates back to 1992. Law Number 25 of 92 is no longer relevant,” explained Ferry at the 2025 Bisnis Indonesia Group Conference at the Raffles Hotel, South Jakarta, Monday (8/12).

Ferry also said that previously regulations on cooperatives had been passed and canceled twice because they had been challenged by the Constitutional Court.
“So there are indeed parties who are not very happy if this cooperative can exist and grow again in Indonesia,” he added.
For your information, Law Number 17 of 2012 concerning Cooperatives was challenged and partially annulled by the Constitutional Court (MK) in 2014 because it conflicted with the 1945 Constitution. In this way, Law Number 25 of 1992 was reinstated.
Furthermore, Ferry revealed that there are 22 regulations that limit cooperatives from carrying out business in Indonesia.
“There are 22 regulations that restrict cooperatives from doing this or that, operations cannot create hospitals, cooperatives cannot create banks, cooperatives cannot participate in the Umrah and Hajj travel business, and so on,” said Ferry.
Then, he also said that this was the first time cooperatives could be involved in mining and mineral management.This is regulated in Government Regulation (PP) Number 39 of 2025 concerning the Second Amendment to PP Number 96 of 2021 concerning the Implementation of Mineral and Coal Mining Business Activities.
“Thank God, now for the first time cooperatives are allowed to be involved in managing mines and minerals. The government regulations have been issued. Cooperatives are also now allowed to manage people’s oil wells and old wells or
idle well,
” he concluded.
