Hanif emphasized that the summons was not just a clarification, but rather an intensive effort to ask management for information, verify all environmental permit documents, and ensure compliance with environmental management obligations that have been carried out so far.
According to official KLH data, the eight companies summoned to provide explanations were PT Agincourt Resources, PT Toba Pulp Lestari, Sarulla Operations Ltd, PT Sumatra Pembangkit Mandiri, PT Teluk Nauli, PT North Sumatra Hydro Energy, PT Multi Sibolga Timber, and PT Perkebunan Nusantara IV Kebun Batang Toru.
In the initial process, KLH/BPLH found a number of indications and allegations of serious violations related to space use and environmental management.
Several initial findings indicate that land clearing practices are carried out outside the limits of environmental approvals, the company’s failure to protect concession areas from illegal encroachment activities, and weak management and monitoring of environmental impacts.
Specifically, these companies were deemed negligent in controlling erosion and water run-off, which had a direct impact on pollution and sedimentation in the Batang Toru and Garoga River Basins (DAS).
To ensure that each finding has an indisputable legal basis and technical data, KLH/BPLH will conduct a comprehensive follow-up investigation. This in-depth study involved collaboration with a team of independent experts, including hydrology, geospatial, land damage and flood modeling experts.
A scientific evidence-based approach is taken to ensure that the law clarification and enforcement process runs transparently and accountably, as well as being a strong basis for determining environmental restoration obligations and strict sanctions for corporate entities proven to have violated them.
“We will take the necessary legal steps to ensure environmental restoration and prevent the recurrence of similar incidents in the future. Environmental protection and public safety must be the main priority in every business activity,” he said.
He ensured that environmental law enforcement would be carried out as fairly as possible.
Previously, PT Toba Pulp Lestari denied being the cause of the devastating floods in Sumatra.Rebuttals were submitted by individuals via official letters to the Indonesian Stock Exchange (BEI) on Monday, December 1 2025.
