Israeli President Isaac Herzog is facing three complicated scenarios regarding Israeli Prime Minister Benjamin Netanyahu’s request for forgiveness for corruption cases.
Netanyahu made a formal request to be acquitted of corruption charges which he denies, immediately sparking debate within the country.
Netanyahu’s request comes at a sensitive time, as Israel enters an election year that is scheduled for October next year, unless accelerated.

Any decision Herzog would make could please some parties in Israel, but could also trigger a strong reaction from one of Israel’s political camps.
1. Reject Netanyahu’s request
The first scenario is that Herzog rejects the request, as Netanyahu’s opposition demands a guilty plea and withdrawal from politics before a pardon is granted.
“Refusal will please the opposition but cause anger in the Likud camp and supporting parties which could make the situation worse in the country,” said a leading analyst and reporter for Israel Hayom, Bini Ashkenazi, as quoted by Anadolu Agency.
3. Herzog fulfills Netanyahu-US request
In the second scenario, if the request is approved, Netanyahu’s allies and US President Donald Trump will be happy, but the opposition will be furious.
Because, on November 12 it officially sent a letter to Herzog urging him to grant Netanyahu a pardon.
“If Herzog agrees to the request, it would trigger major demonstrations, just as judicial reform sparked mass protests in 2023,” he said.
3. Conditional forgiveness
The third scenario is a compromise agreement in the form of a conditional pardon, according to Israel Hayom analyst Elianore Kaufman.
“Herzog is expected to try to formulate a middle way to reduce tensions and calm the situation,” Kaufman said.
“Herzog could grant a conditional pardon, such as obliging Netanyahu to retire from political life, supporting an investigation into the October 7 2023 tragedy, or repealing legal and media reforms,” he added.
Netanyahu is being investigated in three corruption cases, 1000, 2000 and 4000, which include allegations of receiving luxury gifts, deals for positive coverage, and giving regulatory benefits to certain parties.
He is also accused of war crimes, with the ICC issuing an arrest warrant related to operations in Gaza that have killed around 70,000 people since October 2023.
