“Today I would like to express my deepest gratitude, especially to the people of Bagan Limau Village, ladies and gentlemen, Uswah Hasanah is an exemplary example, where dialogue is reconciliation, as an effort to become a win win solution, mutual victory. With the big heart of ladies and gentlemen, this can be resolved,” said Minister of Forestry Raja Antoni in Bagan Limau Village as quoted in a written statement, Saturday (20/12).
Raja Juli said that the relocation process from the Tesso Nilo National Park area was not a form of hostility. However, it actually provides legal certainty regarding people’s rights in a peaceful manner and through dialogue.
“This is not a day of hostility because ladies and gentlemen were evicted from the National Park, but a happy day because by means of peace, persuasion, dialogue with you, you have legal certainty to manage new oil palm plantations outside the Tesso Nilo National Park,” he said.
As replacement land, the government has prepared the former PT PSJ area in Gondai Village, Pelalawan Regency covering an area of 234.51 hectares as well as the former PTPN area in Batu Rizal Village, Indragiri Hulu Regency and Pesikaian Village, Kuantan Singingi Regency with a total area of 647.61 hectares.
The community group receiving the Green Decree (SK) in the former PT PSJ area is the Gondai Prima Sejahtera Forest Farmers Group (KTH) with a total of 47 families.Meanwhile, in the former PTPN area, recipients of the Green Decree include KTH Mitra Jaya Lestari with 109 families and KTH Mitra Jaya Mandiri with 72 families.
Raja Juli said that the relocated communities had been given a Community Forest Decree under the Ministry of Forestry. In the process, the community will later receive TORA (Land for Agrarian Reform Objects) under the Ministry of ATR/BPN.
“We are TORA, so ladies and gentlemen, we have a certificate which will be confirmed by the Deputy Minister of ATR/BPN,” he said.
“Because ladies and gentlemen are role models, we hope that other communities can follow the example of this village. This is a symbol of reconciliation, a symbol of the presence of the state, not with violence but a shared victory. Our National Park will be a safe and comfortable home for the elephant Domang and his friends, but at the same time the community will have legal certainty,” he continued.
On that occasion, Raja Juli also symbolically felled an oil palm tree as a sign of the start of restoration of the area. Then proceed with planting Kulim tree seedlings as part of the restoration of the Tesso Nilo National Park ecosystem.
As a form of long-term commitment, the Ministry of Forestry has allocated around 74 thousand tree seedlings for the entire Tesso Nilo National Park area. The tree seeds consist of 30 thousand Mahogany, 15 thousand Trembesi, 15 thousand Sengon, 9 thousand Jengkol and 5 thousand Kaliandra.
“If there is a symbolic destruction of oil palm, it does not mean there is hostility towards the community, but we are opposing the National Park in its function as a conservation National Park,” concluded Raja Juli.
