Meanwhile, several provinces reported relatively small numbers of layoffs, such as Maluku, West Nusa Tenggara and North Kalimantan, only 1 person each.
The causes of layoffs in October 2025 are varied, although the Ministry of Manpower data does not detail specific factors per province.
However, previous labor union reports showed that the decline in industrial orders, company efficiency, and factory closures were the dominant causes of the wave of layoffs in the last two years.
The National Trade Union Confederation (KSPN) report shows that employment pressures have been ongoing since 2022. KSPN recorded that 126,160 of its members were laid off in the period 2022 to October 2025.
KSPN President Ristadi explained that some of the reports only came in recently, even though the layoffs occurred gradually.
“Some of these layoffs will occur in stages from 2023 and will only be informed to the KSPN DPP in 2025. So the total number of layoffs reported by KSPN members as of October 2025 is 126,160 workers,” said Ristadi in a written statement, Tuesday (11/11).
Of the total, 79 percent or 99,666 workers are workers in the textile, garment and shoe sectors. The rest occurred in the retail, plantation/forestry, automotive, mining and hotel sectors.
Ristadi explained that the reduction in labor was mainly triggered by a decrease in orders, cessation of orders, a decrease in the quality and quantity of production due to machines not being updated, resulting in companies being unable to compete and ultimately going out of business.
Geographically, the most layoffs of KSPN members occurred in Central Java (47,940 workers or 38 percent), followed by West Java (39,109 workers) and Banten (21,447 workers).
Meanwhile, the Central Statistics Agency (BPS) assesses that the high number of layoffs will contribute to the unemployment rate as of August 2025.
“The source of unemployment in August 2025, those affected by layoffs and still unemployed are 0.77 percent,” said Deputy for Balance and Statistical Analysis Moh Edy Mahmud.
BPS data shows that the processing industry, mining and trade sectors are the largest contributors to workers who have lost their jobs.
